The people of that country choose one of their number to be a watchman. 3 When he sees the enemy approaching, he sounds the alarm to warn everyone. 4 If someone hears it but pays no attention and the enemy comes and kills him, then he is to blame for his own death. 5 His death is his own fault, because he paid no attention to the warning. If he had paid attention, he could have escaped. 6 If, however, the watchman sees the enemy coming and does not sound the alarm, the enemy will come and kill those sinners, but I will hold the watchman responsible for their death. 7 "Now, mortal man, I am making you a watchman for the nation of Israel. You must pass on to them the warnings I give you. 8 If I announce that an evil man is going to die but you do not warn him to change his ways so that he can save his life, then he will die, still a sinner, and I will hold you responsible for his death. 9 If you do warn an evil man and he doesn't stop sinning, he will die, still a sinner, but your life will be spared."
"Individual Responsibility" - 10 The LORD spoke to me. "Mortal man," he said, "repeat to the Israelites what they are saying: "We are burdened with our sins and the wrongs we have done. We are wasting away. How can we live?" 11 Tell them that as surely as I, the Sovereign LORD, am the living God, I do not enjoy seeing a sinner die. I would rather see him stop sinning and live. Israel, stop the evil you are doing. Why do you want to die? 12 "Now, mortal man, tell the Israelites that when a good man sins, the good he has done will not save him. If an evil man stops doing evil, he won't be punished, and if a good man starts sinning, his life will not be spared. 13 I may promise life to a good man, but if he starts thinking that his past goodness is enough and begins to sin, I will not remember any of the good he did. He will die because of his sins. 14 I may warn an evil man that he is going to die, but if he stops sinning and does what is right and good -- 15 for example, if he returns the security he took for a loan or gives back what he stole -- if he stops sinning and follows the laws that give life, he will not die, but live. 16 I will forgive the sins he has committed, and he will live because he has done what is right and good.
The Watchman's Call. The account of the fall of Jerusalem is prefaced by a repetition of Ezekiels call to be a prophetic watchman (vv. 1-9). The description of the watchmans task is first given in general terms (vv. 2-6) and then Ezekiel is again commissioned (vv. 7-9). The prophets call repeats virtually verbatim much of the call narrative in 3:17-21, and the basic point of the address is the same (see commentary above on 3:17-21). God cautions the prophet that he must issue the prophetic warning to the people or forfeit his own life. Although the fall of Jerusalem is a turning point in the history of Israel, the prophets task remains the same after the fall as it was before. The destruction of the city has done nothing to change the fact that the people are still sinful. They must therefore be given the prophetic warning if even greater judgment is to be prevented from occurring in the future.
Individual Punishment and Reward. After recommissioning Ezekiel, God repeats the message of 18:21-32 as an indication of what the prophet must say to the people (see commentary above on 18:21-32). The people who survive the destruction of Jerusalem, whether they live in Judah or in Babylon, are not to interpret their survival as a sign of their righteousness. They are still rebels, and the basic principle of chap. 18 still applies to them. If they repent of their wicked ways and remain righteous, they will live. This is what God intends (v. 11). However, if they refuse to repent or if they turn away from righteousness, then they will die for their sins.

Moses Egyptian upbringing does not extinguish his identification with his people, and when he sees an Egyptian beating a Hebrew, he slays the assailant. Now sought by Pharaoh as a criminal, he flees eastward into the desert and comes to the land of Midian, east of the Gulf of Aqabah or Elath in northwestern Arabia.

Having rescued seven sisters from a group of hostile shepherds, Moses is befriended by their father, who takes him into his home and gives him Zipporah, one of his daughters, as a wife. She bears Moses a son, Gershom, whose name provides an occasion for wordplay involving the Hebrew term ger, sojourner.
In this passage Moses father-in-law is called Reuel. In Exod. 4:18, however, his name is Jethro (cf. chap. 18). The situation is further complicated by Judg. 4:11, where Moses father-in-law is called Hobab and is said to have been a Kenite rather than a Midianite. Finally, Num. 10:29 speaks of Hobab the son of Reuel, the father-in-law of Moses. Apparently there were at least two variants in this part of the tradition about Moses. According to the first, which was probably older, Moses father-in-law was the Midianite Jethro. According to the second, which may have developed later in Judah, his father-in-law was Hobab the Kenite. Unless the name Reuel represents yet a third traditional variant, it must have arisen as an error based, perhaps, on the name of the father of Hobab or Jethro.

TEV - "God Calls Moses" - 1 One day while Moses was taking care of the sheep and goats of his father-in-law Jethro, the priest of Midian, he led the flock across the desert and came to Sinai, the holy mountain. 2 There the angel of the LORD appeared to him as a flame coming from the middle of a bush. Moses saw that the bush was on fire but that it was not burning up. 3 "This is strange," he thought. "Why isn't the bush burning up? I will go closer and see." 4 When the LORD saw that Moses was coming closer, he called to him from the middle of the bush and said, "Moses! Moses!" He answered, "Yes, here I am." 5 God said, "Do not come any closer. Take off your sandals, because you are standing on holy ground. 6 I am the God of your ancestors, the God of Abraham, Isaac, and Jacob." So Moses covered his face, because he was afraid to look at God. 7 Then the LORD said, "I have seen how cruelly my people are being treated in Egypt; I have heard them cry out to be rescued from their slave drivers. I know all about their sufferings, 8 and so I have come down to rescue them from the Egyptians and to bring them out of Egypt to a spacious land, one which is rich and fertile and in which the Canaanites, the Hittites, the Amorites, the Perizzites, the Hivites, and the Jebusites now live. 9 I have indeed heard the cry of my people, and I see how the Egyptians are oppressing them. 10 Now I am sending you to the king of Egypt so that you can lead my people out of his country." 11 But Moses said to God, "I am nobody. How can I go to the king and bring the Israelites out of Egypt?" 12 God answered, "I will be with you, and when you bring the people out of Egypt, you will worship me on this mountain. That will be the proof that I have sent you." 13 But Moses replied, "When I go to the Israelites and say to them, "The God of your ancestors sent me to you,' they will ask me, "What is his name?' Moses leads his father-in-laws sheep to Mount Horeb, where he is astonished to see a bush that is burning but not consumed. He does not realize that what he has encountered is a messenger or angel of Yahweh in the form of a flame until, approaching the bush, he hears a divine voice speaking in the fire. Knowing that it is fatal for a human being to see a god (cf. 33:20), he covers his face and listens.
Horeb is another name for Sinai, the mountain at which the Israelites will assemble after their departure from Egypt (cf. v. 12). The name Sinai is probably hinted at by the designation of the burning bush in Hebrew as sene, as if Sinai meant the mountain of the sene-bush (cf. the designation of Yahweh as the one who dwells in the sene-bush in Deut. 33:16). The names Horeb and Sinai may derive from originally distinct traditions about the mountain of Yahweh, but in the present form of the story they are identical. The exact location of Mount Horeb is unknown; indeed, it had probably been forgotten by the time of the composition of most of the biblical literature. The present episode argues strongly for locating it in northwestern Arabia.

TEV - "The Law Is Read at Mount Ebal" - 30 Then Joshua built on Mount Ebal an altar to the LORD, the God of Israel. 31 He made it according to the instructions that Moses, the LORD's servant, had given the Israelites, as it says in the Law of Moses: "an altar made of stones which have not been cut with iron tools." On it they offered burnt sacrifices to the LORD, and they also presented their fellowship offerings. 32 There, with the Israelites looking on, Joshua made on the stones a copy of the Law which Moses had written. 33 The Israelites, with their leaders, officers, and judges, as well as the foreigners among them, stood on two sides of the LORD's Covenant Box, facing the levitical priests who carried it. Half of the people stood with their backs to Mount Gerizim and the other half with their backs to Mount Ebal. The LORD's servant Moses had commanded them to do this when the time came for them to receive the blessing. 34 Joshua then read aloud the whole Law, including the blessings and the curses, just as they are written in the book of the Law.35 Every one of the commandments of Moses was read by Joshua to the whole gathering, which included women and children, as well as the foreigners living among them.
This section gives the impression of being out of place. The account may, however, make sense if it is recalled that in Deut. 27:1-8 Moses commanded Israel, once they entered the land, to build an altar on Mount Ebal and to set up stones with the Torah written on them. Apparently it was thought that this would be an appropriate place for the tradition that Joshua fulfilled this dictate, despite the fact that the rest of the chapter has nothing to do with either Shechem or Mount Ebal.
